Protecting Children from Tobacco: An Advocacy Strategy

Background: Key issues: continued high (though falling) child smoking rates, availability of tobacco to children, retail display impact on them; children's exposure to secondhand smoke and accident/fire risk from smoking in cars; prevailing mythology of “adult choice”.

Discussion: View frequently articulated by politicians and advisers: enough is being done to control tobacco, it is now an “informed adult lifestyle choice”, to do more would be “nanny state” policy. Contrast with reality: smoking still normally results from childhood recruitment and addiction; 140,000 Australian schoolchildren smoking at least weekly, 23% getting it from retail. Research shows: retail display normalises tobacco, predisposes children to smoke; and children face serious risk from SHS exposure and accident/fire risk from smoking in cars.

Legislative changes sought: - tobacco out of sight in all retail outlets; - no staff under 18 to sell tobacco; - full implementation of licensing of tobacco sellers; and - cars carrying children to be smokefree.

Campaign strategy includes: - information/advocacy kit including facstheets, photos, research, 6min DVD (see DVD & factsheets at www.ashaust.org.au/lv3/action_POS.htm#RESOURCES); - countering shonky retailer arguments; - building coalition of health, childrens, church, community and research organisations; - political advocacy including coordinated resources, meetings and shareholder activism; and - strategic promotion of research: display impact; SHS in cars, accident, fire risk.

Results / progress (will include): - endorsement/involvement of health/medical, child welfare, educational, church, community and other organisations; - state/territory roundup of legislative and industry moves on responsible sale, display, car smoking.

Conclusion: Will include significant milestones, challenges and lessons learnt to date.
